The matter then remained in abeyance until on the
14th February 1999, Mr.Gillies, Chief Manager of the Cock Com-
pany, informed the Director of Public Works that "to meet the
growing demand for docking accommodation at this port" his Directors recommended the construction of a new dock at Hunghom to the East of their No.1 Dock, and inquired on what terts the Government would be prepared to allot to his Company the ground
required as a further extension of their lease of Kowloon Varine

In forwarding Wr.Gillies' letter two days later the Cirector of Public Works pointed out that the area asked for
amounted to 892,340 square feet, including the whole of Kowloon
Cock Battery, a small portion of Military reserve adjoining,
some Crown foreshore and a considerable area now under water alsc
the property of the Crown. Mr.Cresby further stated that he had
reason to hope that the Military Authorities would consent to
give up the the Battery as being no longer of importance and that
no objection would be raised to relinquishing the small area of

On the 23rd February 1899 the question was referred to
the General Officer Commanding, who replied on the 10th March
1899 that he would be prepared to recommend to the War Office
that authority be given for the surrender of the land in question
on the understanding that an amount representing the value of the
land as ascertained from the terms and conditions of its transfer
to the Dock Company (being the sum actually received for it by
the Colony from the Dock Company, or the capitalized value if an
annual rental be paid) would be entered in the land account
